The board required the applicant to relocate three containers that encroached into a city sewer/drainage easement, to restore or replace several paved manhole rims that were covered during paving, and to install a 15‑foot landscape buffer and opaque fence along the residential rear property line.
Applicant representative Chris Neto (Nobis Group) said the developer will relocate the three containers from the easement, adjust paving to provide five feet of setback from the property line where required and work with staff to field‑locate landscaping so it does not conflict with the drainage infrastructure. Staff and the applicant agreed to plant four trees (field located with staff to avoid buried pipe) and install an opaque fence to satisfy the zoning buffer; staff will inspect final locations to avoid conflicts with a 60‑inch culvert that daylighted at the rear of the parcel. The board approved the waivers requested and granted minor site‑plan approval subject to precedent items including correction of utility covers, moving containers out of easement and final landscape/fence details to be field‑located with staff.
