The Goochland County Board of Supervisors on May 23, 2025, voted unanimously to appoint Jeremy Raley as county administrator and clerk to the board and authorized the board chair to execute an employment agreement making Raley's first day June 9, 2025.
The appointment followed a formal reading of a resolution by Supervisor Spoonauer and a motion to adopt the resolution. The board moved and seconded the resolution, then conducted a roll-call vote that recorded unanimous support. Board Chair Winfrey signed the employment agreement during the meeting, and Amanda Adams, Clerk of the Court, administered the oath of office.
The resolution — which the board read into the record — notes the county administrator position became vacant after a resignation effective March 1, 2025, and that the board had appointed D. Emanuel Alvarez as interim county administrator effective Feb. 24, 2025. The resolution also states the board engaged in a recruitment process and agreed on terms of employment with Raley. The resolution specifies that the county administrator is vested with the powers and duties set forth in state law and as directed by the board.
During the meeting Raley thanked the board and the community and said he would take the role seriously. "This is a job that I take extremely seriously and I'm humbled quite honestly and thankful for the trust and the confidence that you have placed in me to serve alongside you," Raley said. He told the board he looked forward to starting on June 9 and to working with county staff and residents.
Supervisors noted the recruitment drew 33 applicants and described the selection as a deliberate process that ended in a unanimous decision. After the formal action, some supervisors offered remarks welcoming Raley and his family; one supervisor delivered a lighthearted greeting referencing a family "hotline" installed to remind the appointee of family commitments.
The appointment and agreement were the only substantive items taken up during the meeting after the board decided not to go into a planned closed session. With the resolution adopted, the board adjourned.
