The North Bend City Council on May 20 authorized the mayor to provide an 18-month advance notice of termination to the City of Snoqualmie for the existing police services interlocal agreement and later unanimously approved an interlocal agreement (ILA) to contract with the King County Sheriff’s Office for provision of police services.
City staff explained that if council approved the termination notice, Mayor Miller would deliver it to the Snoqualmie city administrator with the notice effective May 31, 2025; per the existing agreement, Snoqualmie would continue to provide police services for 18 months and the contract would expire Nov. 30, 2026. “Upon council approval of this agenda bill and in accordance with our interlocal agreement with Snoqualmie, Mayor Miller will provide the Snoqualmie City Administrator with an 18 month advance notice of termination of the police services agreement with notice effective 05/31/2025. The agreement will then expire on 11/30/2026,” said Mr. Larson (staff).
Council approved AB 25-049 to provide the notice; the motion passed unanimously. Council discussed the next steps and compensation mechanics under section 5(c) of the interlocal agreement, which staff said requires North Bend to compensate Snoqualmie for services during the notice period.
On a separate agenda item, council authorized the mayor to execute and administer an interlocal agreement with the King County Sheriff’s Office to provide police services to North Bend. Staff said the contract in the packet was the standard King County contract used for other contract cities; Martin Cha (staff available for questions) confirmed the agreement’s form is broadly consistent with other ILAs with King County. Council member Mark Jocelyn moved the motion to execute the ILA; the motion passed unanimously.
Council members and staff thanked Snoqualmie officers for their service and noted transition logistics. Staff said there are additional implementation steps required to finalize the King County contract and operational transition but the council’s action authorized the mayor to execute the ILA in a form acceptable to the city attorney.
