Pembroke discusses regional vocational agreement as state board allows lottery for oversubscribed VOTEC seats

The superintendent told the Pembroke School Committee on May 21 that regional conversations about a shared vocational program are advancing and that the state Board of Elementary and Secondary Education recently approved rules allowing lottery-based admissions in oversubscribed vocational districts.

The superintendent said the change does not alter the number of seats allocated to Pembroke in a regional vocational arrangement, only how admissions would be decided if demand exceeds capacity. "If we had 15 seats and had 30 people who wanted to go, we would have to do it by lottery," the superintendent said while explaining the board's action. She added that individual vocational districts can propose lottery procedures that best fit their communities.

Pembroke staff said Tom Hickey, representing the regional vocational authority, planned to discuss the concept with his regional subcommittee and then bring the proposal to the full regional committee; Hickey aimed to have that conversation by the end of the school year. The superintendent said the regional agreement's shell needs to be substantially complete by mid-August so the warrant language can be prepared for the select board's warrant-opening schedule in early August.

Committee members were notified that the lottery approach affects admissions only and not the district's share of seats; committee members will continue to work with regional partners to finalize agreement language and timelines for the warrant process.
