Council voted unanimously on Jan. 7 to authorize the city manager to negotiate and execute contracts with Garver LLC, Hewitt‑Zollars Inc., and Halff Associates for engineering design services related to the Hebron Parkway reconstruction project, in an amount not to exceed $6,486,733.
Council members asked whether the design work would cover all three phases of the corridor. Staff and engineering consultants said design would proceed across the corridor and that construction likely would be staged and phased; staff noted Denton County intends to participate in project funding. Council discussed the probability of a future bond package to fund construction and possible utility coordination costs.
John Wheat, director of engineering, said staff expects utility work and other construction costs beyond the design phase and that construction will be phased after completion of design. Council members expressed enthusiasm about moving design forward on a high‑travel corridor and thanked staff for progress.
