Director Rice provided a construction update on the Memorial Pool dome project at the May 19 meeting, saying the city awarded a contract to EFS Construction for foundation and deck work totaling $757,000 and that field work uncovered several unanticipated conditions that increased costs.

Rice said change orders and additional work so far totaled about $64,000. Examples he listed include removal and replacement of a shade‑structure footing that encroached into the deck area, resetting an unknown manhole found in the parking lot, stabilizing unstable backfill and removing an abandoned pool deck slab with exposed rebar. Rice said crews also encountered unmarked fiber‑optic and gas lines that required relocation work and additional electrical bonding to reduce stray currents.

City staff said the construction schedule remains on track: they planned to drain and refill the pool the week after the meeting, conduct lifeguard certification and a swim meet, and open the facility to the public on June 14 if work proceeds as planned. Rice said delivery of the air dome cover remains scheduled for September with installation after the swim season in October.

Rice told the council he would present final change orders and the project acceptance for approval once the work is complete. He emphasized that delays and extra costs were driven by legacy conditions in a facility originally built in the 1950s and altered over several remodels.
