The commission voted to amend the April 14 meeting minutes to replace the phrase “environmental justice communities” with the statutory wording “environmental justice organizations” and then approved revised ground rules for future meetings.
The change to the minutes followed a query from a commissioner who noted that “in section 108 of the law, it specifically says environmental justice organizations.” The commission’s presiding member said the minutes should reflect the statutory language and that an environmental justice organization, Mr. Delgado, had been added but the panel remained one member short of the three‑member requirement. A motion to amend the minutes carried; Counselor Delgado recorded an abstention on that vote.
Commissioners then debated and approved several edits to the published ground rules. The body voted to remove a fixed three‑minute allotment per speaker, to amend section 3.7 as shown on the screen, and to strike section 3.8; each motion carried on voice votes. The commission then adopted the ground rules as amended.
The changes clarify participation norms and correct the minutes to match statutory language. The commission noted ongoing recruitment efforts to fill the remaining environmental justice organization seat as required by section 108 of the enabling statute.
The meeting proceeded to other agenda items after the votes.
