Council introduces Clarksburg Library and new organics processing facility bills; public hearings set for June 17

The Montgomery County Council introduced two expedited capital bills during its May 22, 2025 legislative session and scheduled public hearings for June 17, 2025, at 1:30 p.m.

The bills: The council introduced Expedited Bill 14-25, "Special Capital Improvement Projects — Clarksburg Library," and Expedited Bill 15-25, "Special Capital Improvement Projects — New Organics Processing Facility." Both bills were introduced by the council president at the request of the county executive and were placed on the calendar with a public hearing and potential action on June 17, 2025, at 1:30 p.m.

Additional hearing: The clerk announced an added agenda item that the council will hold a public hearing on the Planning Board draft of the Master Plan of Highways and Transitways 2025 technical update on July 8, 2025, at 1:30 p.m. Registration and testimony procedures were posted to the council’s website beginning May 27, 2025, at 9 a.m., the clerk said.

Procedure and next steps: The council did not take final action on the introduced bills at the May 22 session; public testimony and the scheduled June 17 hearing will be the next formal opportunities for council consideration. No substantive debate or amendments were recorded at introduction.
