RMA, TxDOT and city officials outline project updates, Vision Zero push and upcoming public meetings

LAREDO, May 21 — Representatives from the Regional Mobility Authority (RMA) and TxDOT briefed the MPO policy committee on project updates, funding prospects for Vision Zero implementation, multiple active construction projects and near-term public meetings.
RMA and Vision Zero - Jed Brown of the RMA reviewed packet materials and highlighted two larger RMA-related efforts: the Viasio project (spelled as presented) and a Vision Zero / Safe Streets for All initiative. Brown said Vision Zero staff will meet with TxDOT and the RMA this week and that an implementation-fund application is due next month; he said the item may appear on the city council agenda June 2 as the city seeks local match contributions. - Brown summarized the funding picture for Vision Zero as a 20 percent local match: “If you ask for a million dollars, you have to put up $200,000,” and he described the RMA and city contributions as ways to leverage larger federal funds.
TxDOT construction updates - TxDOT’s Jose Vargas provided a construction status rundown across multiple projects the district is managing. Highlights included a U.S. 59 project (investment cited as $344 million, about 25 percent complete), work on three bridges and widening on a separate US-59 segment (reported percent complete and a noted expected completion in summer 2026 for that element). Vargas also mentioned S H 255 rehabilitation and other local signal and safety projects. - A groundbreaking ceremony for a Lomas And Sur project is scheduled for June 18, and a corresponding work start is expected that week, Vargas said.
Other administrative items - Staff reminded the committee that the MPO call for projects is open through May 30 and that the Texas Transportation Commission will present the draft Unified Transportation Program in Austin on June 20; MPO staff encouraged representation at the commission meeting. The MPO’s Active Transportation Committee will meet May 28 (virtual), the Technical Committee on June 10 and the Policy Committee on June 18.
