The board approved two contracts — the district’s architectural agreement with the Schrader Group and a construction‑management/owner’s‑advisor contract (CHA/consultant materials listed on the agenda) — after presentations from firm representatives and discussion by trustees. "So what we're approving tonight is essentially the contract to get these first ... the schematic design started," said Joe Spadafore, the presenter for the architectural team. "This is just the beginning phases where we could turn around and say ... we want to build QE."
The approvals will allow designers and district staff to finalize programming, develop schematic drawings and begin required land‑development and permitting steps, presenters said. The firms described the work timeline the district will need to meet: provide modular classroom space before summer work, complete abatement and demolition and begin major construction in the summer of 2026 if the district proceeds on the proposed schedule.
Board members and district counsel clarified that the contracts are design and planning agreements, not construction awards. "This is not spending $20 million today," said board member Joseph Jackson during discussion; bond counsel and legal counsel also explained how the district can reimburse pre‑bond expenses later with a bond anticipation or refunding resolution. Chief financial staff signaled the intention to include a budget cushion for early project expenses in the June final budget if the board chooses to proceed.
Trustees asked about contract language and legal review; the board’s solicitor reported that modifications requested by counsel were incorporated. After brief public remarks from Quakertown residents and the project team, the board voted to approve the contracts. The motion carried without recorded opposition.
What the approvals mean: the district will pay the firms to produce schematic design deliverables, capacity and space programming, land‑development submittals and drawings sufficient to solicit construction bids. Presenters and board members repeatedly described this as the "beginning" of a multi‑phase process; the board must still decide whether and when to issue bonds or award construction contracts.
The district plans additional public updates and a project committee that will include district staff and school leadership during design. Presenters said the schematic stage will define a clearer cost estimate and allow the district to set a financing schedule soon after design milestones are complete.
The board requested that administration report anticipated 2025–26 cash needs tied to early design and site work before the June 12 final budget vote so the board can decide whether to include a budgetary cushion for pre‑bond spending.
