Council appoints Alderwoman Sue Miller as temporary chair for May 19 meeting

David McArdle, the city attorney, told the council the mayor was absent and recommended a temporary chair be appointed for the meeting. “The intent of that motion and the intent of the statute that permits it is to have that temporary chair only for the meeting,” McArdle said.
Council members moved and seconded a motion to appoint Alderwoman Sue Miller as temporary chair; the council then approved the motion by roll call. Miller took the chair and led the meeting’s agenda items.
McArdle explained the legal effect of the appointment: the temporary chair would run the meeting and cast votes for the duration of the meeting but the appointment was limited to this session, not a multi‑day delegation of mayoral authority. He said actions taken could later be addressed by the mayor if the mayor chose to act from his location.
