Commissioners approved the construction plat CP24-18 for Wesley Oaks Memory Care, a proposed assisted-living and memory-care facility at 150 Poetry Road in Terrell.
City staff said the site is currently zoned retail and was previously approved under a Planned Development (PD) adopted by council in October 2020 and via Ordinance No. 2,854. The developer, identified in the packet as Wesley Partners Limited, proposes a facility with 50 assisted-living rooms (some double-occupancy for a total of 74 residents) and 16 memory-care rooms (some double-occupancy for a total of 26 residents). Staff said the proposed use complies with the PD and the city’s comprehensive plan, zoning ordinance and other codes.
The staff presentation placed the site near Dr. Bruce Wood Elementary and north of Forest Creek Estates. Commissioners raised concerns about traffic and merging onto Poetry Road (FM 986). Staff and the developer said traffic impacts would be focused around shift changes rather than continuous heavy traffic; the driveway and access will require a TxDOT driveway permit and city review. Developer Josh (who identified himself as the owner/developer) said the facility expects 35 to 50 employees working staggered shifts (e.g., 6 a.m.–2 p.m., 2 p.m.–10 p.m.) and “delivery truck for food... probably twice a week.” City staff noted the facility’s anticipated traffic is likely lower than many retail uses allowed under the existing retail zoning.
A commissioner moved to approve the construction plat; a second was received and the motion carried on voice vote. The approved plat authorizes site development consistent with the submitted plats and the conditions of the underlying PD; staff will process required drive permits and coordinate TxDOT review for access off Poetry Road.
