The commission approved Ordinance NC25-02 (Ordinance No. 3,106) to designate a previously unnamed city street between Bethlehem Street and New Hope Street as Irvine Pioneer Avenue.
City staff described the site’s history during the public hearing: the small historic cemetery near Breezy Hill Park, also known as the Irvine Family Cemetery, predates the founding of Terrell by more than 20 years, with the first recorded burial in 1851 and the last known burial in 1956. Staff said the Facilities Naming Committee unanimously recommended the Irvine Pioneer Avenue name at its January 2025 meeting, after accepting public comment at the committee’s October 17, 2024 meeting.
No members of the public spoke against the change during the Commission public hearing. A motion to approve the name change, citing the committee recommendation of Jan. 23, 2025, was moved and seconded and passed on voice vote.
Staff presented a map and a close-up sketch of the street and cemetery location. The ordinance approved by commissioners includes an attached Exhibit A showing the street alignment and the historic cemetery marker photograph included in the packet.
This action implements the Facilities Naming Committee’s recommendation; staff will update city records and signage to reflect the Irvine Pioneer Avenue designation.
