The Corte Madera Town Council adopted a resolution Tuesday approving a 2.8% increase to the town's maximum residential and commercial solid‑waste collection rates under its franchise agreement with Mill Valley Refuse Services, effective July 1, 2025.
Assistant Town Manager Rebecca Vaughn told the council the annual base rate change application from Mill Valley Refuse Services (MVRS) was submitted March 31 and the requested 2.8% adjustment equals the regional consumer price index (San Francisco‑Oakland‑Hayward). Because the requested increase did not exceed CPI this year, staff said a full cost‑based rate review was not required.
Vaughn said the increase would add roughly $1.42 per month for customers on 32‑gallon residential service and about $1.21 per month for 20‑gallon service. The town manager's staff noted no changes to service terms and conditions; existing senior and disability exemptions, a 20% low‑income (FERA) discount and compost/recycling programs will remain in place.
MVRS told the town it had across its service territory a projected revenue shortfall of $867,953, or an average of 3.48%. Corte Madera's share was estimated in MVRS materials at about $176,000, roughly a 3.26% need, but MVRS elected to request only the CPI‑tied adjustment for the coming year.
Jean Dela Zopa, identified in the staff report as MVRS CEO, attended the meeting and was available to answer questions about operations.
After a short exchange and no public comment opposing the increase, councilmembers voted to adopt the resolution authorizing the CPI‑based adjustment. The motion passed unanimously.
