The Bruceville-Eddy City Council voted May 20 to renew employee health coverage with the Texas health benefits pool and to change the plan's anniversary date to Oct. 1 in future years.
City staff reported a modest 2% rate increase for the upcoming year and recommended keeping the current plan. "Rates have continued to stabilize. We saw a 2% increase with Texas health benefits," the city administrator told council. Staff reminded the council that a prior one-year 25% adjustment in 2023 led to plan design changes.
Staff explained the reason for the anniversary-date change: the city currently receives rates mid-May with a short approval window, and moving the renewal to Oct. 1 would align approvals with the budget planning cycle. Staff warned of a short-term downside: "The downside on this is that we're gonna have to do 2 renewals this year," and employees who use benefits in the transition month could see deductibles and out-of-pocket maximums reset.
A council member moved to renew the current plan and move the anniversary date to Oct. 1; the motion passed without objection. Staff said they will notify employees and attempt to discourage nonurgent care during the transition month to avoid benefit resets where possible.
