Gittens told the board his prior conviction was for child enticement and that the conviction resulted from an undercover operation; Lieutenant Allen confirmed the underlying facts. Gittens said he completed offender treatment about 11 years ago and that he currently works part time as a chase driver and receives disability limitations on work hours. He told the board he sought a new Brosek Street apartment because his prior residence had significant neighborhood problems (drug sales and vandalism) and that the new complex, managed by VantagePoint, was willing to rent to him.
Board members who had seen Gittens’ prior applications said that since the last approval there have been no reported problems. One board member who has attended many of the applicant’s prior hearings said he had “no concerns” about the Brosek Street address. A motion to approve an address‑specific residency passed by voice vote; the chair reminded Gittens he must return to the board if he moves from the approved address.
The board’s approval did not alter law‑enforcement supervision or probation conditions; it was limited to the specific address and subject to the usual reporting requirements.
