Spanish Fork’s City Council approved a change to the construction standard known as ST503 that gives the city engineer discretion to waive a park strip and sidewalk on the rear side of rear‑loaded multi‑family developments where front sidewalks and walkways provide pedestrian access.
Staff described the change as a narrow technical adjustment to accommodate developments in which garages face internal alleys and front doors and pedestrian amenities face courtyards or streets. City engineer Corey Pierce said the change would avoid narrow, difficult‑to‑maintain planting strips and redundant sidewalks in small rear parcels.
Council members also debated the appropriate minimum driveway depth for tandem parking in these units. Planning staff and the applicant had shown 22‑foot driveways; the council voted to set the new standard at 25 feet to provide space for larger vehicles and to limit the likelihood that vehicles would protrude into public travel lanes. The motion to approve the ST503 amendment with a 25‑foot driveway standard passed 4–1.
