Commissioners Appoint Alyssa Tibbetts of Tibbetts Law as County Corporation Counsel

Cumberland County commissioners approved appointing Alyssa Tibbetts, formerly of the Jensen Baird government-practice group, as the county’s corporation counsel under her new firm, Tibbetts Law.
Staff told the board Jensen Baird has closed its government-practice group and that Tibbetts offered to continue providing the county’s core legal services from a new solo practice. The county manager recommended awarding the corporation-counsel contract to Tibbetts Law to preserve institutional knowledge.

Staff and commissioners said Tibbetts will handle the bulk of day-to-day government legal work — including labor and personnel matters, bonding and financial advice — while the county will identify additional outside counsel for specialized work such as tax-increment financing reviews.
County staff noted limits on the scope of services Tibbetts will provide out of the gate. “When Alyssa goes out on her own, she is not bringing the full package of government law with her. She is going to really focus on personnel, labor issues, bonding, and other financial affairs associated with government bodies,” staff said. The manager added that the county would engage other attorneys as needed for ancillary matters and periodic contract reviews.
Commissioners approved the appointment by unanimous vote.
