County judge designated floodplain administrator; court directs update to flood damage prevention ordinance

Commissioners directed county staff to update Van Zandt County’s flood damage prevention ordinance and designated the County Judge as the floodplain administrator to lead the update.
Judge explained that the county’s current ordinance dated to 2010 and that FEMA and the National Flood Insurance Program require modernized floodplain management to preserve eligibility for the insurance program. He said Kaufman County recently revised its ordinance effective Jan. 1, 2023, and that Van Zandt County’s 2010 ordinance needs updating to reflect post-2020 FEMA requirements.
The judge volunteered to serve as the floodplain administrator and to draft an updated ordinance, using Kaufman County’s ordinance as a template if appropriate. Staff noted map resources are available (county assessor, ETCOG, and previously indexed maps) and agreed to locate the existing paper maps and digital resources. Commissioners voted to designate the judge as floodplain administrator and authorized him to work on updating the ordinance; the court will review any proposed ordinance for formal adoption at a later date.
Officials said they would return to the court with the revised ordinance once drafted; no formal public-hearing schedule or final ordinance language was presented at the meeting.
