Elgin authorizes city manager to negotiate EMS interlocal agreement with Bastrop County ESD No. 3

Following an executive session conducted under chapter 551 of the Texas Government Code, the Elgin City Council on May 20 authorized the city manager to negotiate and execute an interlocal agreement for emergency medical services with Bastrop County Emergency Services District No. 3.
The motion approved a framework allowing the city manager to finalize an interlocal contract that includes provisions for the delivery of enhanced service in portions of Travis County that lie within the Elgin extraterritorial jurisdiction. Council members specified that enhanced Travis County service will be negotiated and included in a future agreement amendment rather than being completed at the current signing.
The council recessed into executive session citing sections of chapter 551, including Section 551.074 (consultation with attorney), before reconvening and voting on the authorization. After the meeting, a council member moved and the motion passed by roll call; recorded affirmative votes included Kasnowski, Gibson, Swain, Love, Saint Pierre, Creme and McShane.
The motion gives the city manager authority to finalize terms with Bastrop County ESD No. 3 and to include language expressing the city’s desire for EMS coverage in the Elgin ETJ located in Travis County. Staff indicated the enhanced Travis-County service requires separate negotiation and may lead to a future amendment.
