Board split on whether ISBA exhibits belong in policy manual or administrative procedures

At the April 21 Committee of the Whole meeting, board members and administration discussed several policy exhibits (including checklists and public-records exhibits) and whether those exhibits should remain within the board policy manual or be moved to the administrative procedure (AP) manual.

Administration and representatives referenced guidance from IASB/ISBA and the Press Plus service. Administration said keeping exhibits within the policy manual allows Press Plus to automatically deliver updates and keeps exhibits aligned with the manual the board typically reviews; it also noted the district's administrative-procedure manual is outdated and there is a wait list to have it updated through external services. Several board members argued exhibits function more like procedures and should live in an AP manual that administration updates; others said keeping exhibits in the policy manual ensures they will receive routine updates via Press Plus.

Board members expressed differing views about public access, who implements exhibits and whether placing exhibits in policy implies that the board is endorsing each procedural detail. Administration clarified that inclusion of an exhibit in the policy manual does not remove the board's role in approving compensation or major employment decisions and that the exhibit language mostly addresses benefits and leave alignment between administrative and teaching personnel.

No final consensus was reached at the Committee of the Whole meeting; the matter will be presented on the April 28 agenda for board action, and administration intends to continue work to update the administrative procedure manual and provide the board access to AP materials.
