Cary 26 board moves policy exhibits to administrative procedures, approves several policy updates

The Cary Community Consolidated School District 26 Board of Education on April 28 voted to move most policy exhibits out of the policy manual and into an administrative procedural manual and approved several policy actions intended to streamline updates and align with IASB (press plus) practices.
Board members discussed whether exhibits should remain in the policy manual or be maintained in the administrative procedural manual where they can be updated more frequently by administrators. Dr. White and staff reported they had consulted Nick Bauman at the Illinois Association of School Boards (IASB) about the process and were advised that exhibits can legally be maintained in either location and that press-plus updates could include procedures and exhibits once the district finishes the procedural manual project.
The board voted to move the exhibits into the administrative procedural manual "unless otherwise required to remain in the policy manual," with members noting moving them prior to a larger procedural manual revision would allow exhibits to be updated as press packets are issued. The motion carried on a recorded voice/roll vote with board members voting in favor.
Separately, the board approved adding an exhibit checklist tied to policy 3:40 (superintendent employment contract negotiation process). That item will be incorporated into the policy/procedural materials and, per board discussion, will be handled together with other exhibits as the procedural manual is consolidated.
The board considered proposed language for policy 4:50 (payment procedure). Trustees debated restoring district-specific language that would authorize certain payments without prior board approval. Business office staff expressed concern that overly restrictive language could impede timely payments for items such as federal grants or other required expenditures. The board took a vote on the proposed 4:50 wording and the motion did not pass.
On policy 4:60 (purchases and contracts) the board discussed the addition of district-specific language and a vendor/contractor conflict-of-interest clause. Members agreed to an amendment that removed three restrictive paragraphs while keeping the vendor/contractor conflict-of-interest language; that amended version passed. Board members and staff noted that state bidding laws (for example, statutory thresholds for competitive bidding) remain in effect and that the policy changes were not intended to replace statutory procurement requirements.
On policy 4:140 (waiver of student fees) the board approved amended language to require the superintendent to present the proposed fee schedule to the board no later than the February board meeting to allow planning by the district, board and families.
Board discussion repeatedly emphasized maintaining administrative flexibility for routine operations while ensuring that the board receives timely notice of significant contractual or budgetary commitments.
