Council approves emergency appropriations and awards contracts for parks, recreation and road work

Mentor City Council on May 20 passed several emergency ordinances adjusting 2025 appropriations and awarding public‑works and parks contracts.

The council approved Ordinance 25‑O‑043 to revise appropriations across funds, increasing the general fund by $106,807 to pay $33,067 for a mobile stage and $73,740 for a reflective ceiling for the Mentor Recreation Center tennis courts, and increasing the street fund by $300,000 to refill the city’s salt dome. The ordinance passed on roll call with affirmative votes by attending council members.

Council also awarded the pump‑station installation contract for the irrigation system replacement at Black Brook Golf Course to Kevin Tuggle, DBA TNS Contracting, for $217,000 (Ordinance 25‑O‑044). The Parks and Recreation Department recommended the lone responsive bidder based on experience with golf‑course irrigation systems.

Sports Interiors Inc. (Gurnee, Ill.) won the contract for purchase and installation of the reflective ceiling for the recreation center tennis courts for $203,726 (Ordinance 25‑O‑045). Council approved participation agreements with the city of Mentor‑on‑the‑Lake to allow that municipality to join Mentor’s 2025 asphalt road repair program (Ordinance 25‑O‑046), and also authorized participation in the Ohio Department of Transportation cooperative purchasing for road salt bids (Ordinance 25‑O‑047).

Presenters from the administration outlined the bids and recommended awards; Robert Malinowski (administration) summarized the appropriations ordinance, saying it “does 2 things” — the general‑fund increases for the stage and ceiling and the street‑fund increase to refill the salt dome. All procurement ordinances passed on roll call during the meeting.
