ULCT urges cities to consult on transportation utility fees as legislation is expected

League staff told municipal officials during the May 21 Legislative Policy Committee meeting that legislation on transportation utility fees (TUFs) is likely next session and asked cities considering a TUF to contact league staff immediately for help on legal and political issues.
"If your city is considering doing a transportation utility fee in the near future, please contact me," Cam (ULCT presenter) said, adding that league staff and counsel can walk cities through the current legal framework and political considerations.
ULCT posted a Qualtrics survey during the meeting with two specific questions about TUFs: whether a city is considering a TUF this year or next, and the treatment of houses of worship in any user-fee policy. The league said answers will help inform negotiations and staff advice as potential legislation is drafted.
League staff also noted that negotiations during the recent session left unresolved details around the user-fee component for houses of worship; the Qualtrics questions aim to gauge municipal prioritization on that point. ULCT will use member responses to shape its negotiating position and outreach.
ULCT asked any city considering a TUF to contact Cameron or Roger (emails provided in the meeting slides) so staff can provide tailored guidance and track cities that may be affected by future legislation.
