Ashland approves CDBG-funded demolitions and parking-lot repaving; transportation grant cleared

The Ashland Board of City Commissioners on May 22 approved several Community Development Block Grant (CDBG)-funded demolition contracts, authorized a CDBG subrecipient agreement and construction contract for King's Daughters and Sons parking lot repaving, and approved a FY2025 capital matching public transportation grant agreement with the Kentucky Transportation Cabinet for $37,992.
Demolition and environmental review: The board approved first-reading contracts with Lights Enterprises Inc. and Tri State Construction for demolitions at multiple addresses, including 52530 Ninth Street (contract amount $15,500), 2449 Clinton Street (demolition contract $5,800; total project cost including asbestos abatement and related work approximately $12,000), and 2131 Oakview Road ($6,790). City staff explained that higher project costs can reflect structure size, site access complications and asbestos abatement. During the consent-agenda discussion staff explained phase 1 environmental reviews had been completed at some sites and that phase 2 environmental testing (asbestos testing, core drilling and related work) would begin "immediately" on properties advancing to that stage.
Parking-lot repaving and reimbursement split: The board gave second reading and final adoption to ordinances authorizing the mayor to execute an agreement with King's Daughters and Sons as a CDBG subrecipient for $30,272.74 toward a parking-lot repaving project and to execute a contract with Tri State Construction for the work in the amount of $49,479. Agenda language shows $30,272.74 to be paid from CDBG funds and $19,206.26 to be paid by King's Daughters and Sons.
Public transportation grant: Commissioners approved an ordinance authorizing the mayor to execute a public transportation grant agreement between the city and the Kentucky Transportation Cabinet for the FY2025 Capital State Match Grant in the amount of $37,992 for the Ashland bus system.
Why it matters: The demolition work and repaving project are part of the city's CDBG-funded community development activities, including property stabilization and public-safety considerations when structures require removal. The transportation grant provides state capital match funds for bus system improvements.
Board action and implementation: All items were moved, seconded and approved by voice vote. Staff noted asbestos abatement and title-search costs can substantially increase total project expenses; those additional costs are covered within the total project budgets presented in the fiscal notes. Phase 2 environmental work will proceed on properties where phase 1 indicates it is necessary.
