Council approves ADA engineering contract and authorizes TAP sidewalk application for downtown improvements

Councilor Jackson introduced the CEI resolution, which authorizes the mayor to contract with Krebs for CEI services at a total cost not to exceed $62,000 with a net city cost not to exceed $12,400. The resolution cites Code of Alabama 30-9-222(1) (authority to secure engineering services without bidding when specialized expertise is required).
Jackson said the CEI work is budgeted from the capital projects fund for downtown sidewalks. "Whereas the engineering department has identified a need for construction engineering and inspection services for said project and whereas Krebs Engineering Incorporated has the expertise to provide said engineering services at a cost not to exceed $62,000," the resolution text states.
The council also adopted a resolution directing Civil Southeast to submit a TAP application for sidewalk improvements along Washington Ferry Road, Selma Highway and McGriff Street, and committed the city to provide required matching funds if the grant is awarded. Councilors noted the TAP application work leverages state funding for locally prioritized pedestrian upgrades.
Both measures passed on voice votes after motion and second. The CEI contract requires the mayor to execute documents necessary to carry out the work; the TAP application resolution authorizes the mayor to sign application materials and commit local match funds.
Why it matters: The measures position Prattville to complete ADA corrections and compete for federal/state transportation funding to expand sidewalks and pedestrian connectivity in and near downtown.
