Prattville council authorizes permanent easement for Kinder Morgan pipeline repair after suspending rule

The Prattville City Council on Tuesday authorized the mayor to execute a permanent easement conveying 1,800 square feet to Kinder Morgan Operating LLC and Products SE Pipeline Corporation to support a gas pipeline repair and upgrade at a site on East Main near Pine Creek.
Councilor Strzyzyk introduced the resolution, which says the easement affects a parcel described as Northeast Quarter of Section 15, T17N R16E (PIN 1905151001001.005). The resolution states Kinder Morgan will reimburse the city for related filing fees.
Because the resolution was permanent in nature, the council first voted to suspend the rules so it could act immediately. A roll-call vote on suspending the rules was recorded: Councilor Jackson voted no; Councilor Chambers voted yes; Councilor Mayer voted yes; Councilor Strutchett voted yes; and Councilor Boehme voted yes. The presiding officer then announced the rules were suspended and the easement resolution was considered and adopted by voice vote.
The resolution authorizes the mayor to execute any documents necessary to convey the permanent easement and notes the temporary workspace previously negotiated with Kinder Morgan for the pipeline project.
Why it matters: Conveying municipal easements to utilities can affect city property and future maintenance access. The council used a rules-suspension procedure to vote on the permanent conveyance at the same meeting.
The measure was adopted and the mayor was authorized to complete easement documentation.
