Village staff proposes clarifying sewer-lateral responsibility; homeowners likely to bear lateral maintenance

Public Works Director Joe told trustees that, in most communities, the homeowner is responsible for the lateral sewer line from the house to the main, including the service tap, and that Indian Head Park’s current practice is inconsistent. "Most communities, your lateral sewer line from your house, to the main is the responsibility of the homeowner," he said, adding that village mains remain the municipality’s responsibility.
Trustees asked how failures would be diagnosed and who would pay for repairs when a break occurs in the right-of-way. Joe said the typical approach is to require the homeowner to arrange and pay for lateral repairs and preventive maintenance (camera inspection, root clearance), and that village staff will draft an ordinance to clarify the standard. Several trustees raised concerns that older clay-tile laterals (installed in the 1950s) will require expensive repairs and suggested the village provide clearer guidance to homeowners and HOAs.
Staff was directed to prepare a draft ordinance clarifying lateral responsibility, an explanation of how failures are determined, and communications materials for homeowners and associations about camera inspection and maintenance options.
