Indian Head Park to draft ordinance limiting scooters, proposing age and location restrictions

Trustees asked staff to prepare an ordinance to regulate electric scooters and similar motorized devices after trustees and the police chief described repeated unsafe riding on Village streets and sidewalks. The village manager summarized recommendations that would: ban scooter use on sidewalks and in parks (except ADA devices); limit legal use to streets posted 25 mph or less; set a minimum operator age of 18; add parental-liability language; and authorize police to impound illegally operated scooters and pursue fines.
The police chief and several trustees said the devices in the village often operate faster than intended and are being used by children. "These things are dangerous and they have to wear the helmets," the chief said while urging strong enforcement. Trustees recommended the ordinance explicitly include motorized bicycles that can be pedaled and urged staff to clarify thresholds distinguishing an electric-assist bicycle from a motor vehicle requiring licensing and insurance.
Staff was instructed to draft an ordinance incorporating the board’s comments and to present it at the next Board meeting. The chief said he would provide proposed camera or enforcement-location information as part of the packet and trustees asked that neighbors report problem locations so the draft ordinance can address enforcement and signage.
