Indian Head Park trustees debate cutting Public Works and Police committees, emphasize oversight and charters

Trustees of the Village of Indian Head Park opened a lengthy discussion about reorganizing standing committees, including a proposal to eliminate the Public Works and Police committees and create a consolidated “healthy community and events” committee. The board’s village manager presented draft recommendations to merge or dissolve several committees and to develop written charters defining scope and membership.

Supporters said the change could streamline reporting and speed decision-making. "But it does not take the place of, the detail to which, we have gone through, previously with the committee," Trustee Charlie said, arguing committee meetings provide more detailed technical review. Director of Public Works Joe said he could provide regular monthly memos and present major capital items at board meetings so all trustees receive the same information.

Opponents warned the changes would reduce direct oversight of the village’s second-largest budget area. Glenn Mann, a current Public Works Committee member who submitted remarks to be read into the record, said eliminating the committee would “leave very minimal direct oversight on Public Works activities” and called the proposal “not what I would consider well thought out.” Mann urged keeping a monthly Public Works committee to perform necessary technical review.

Trustees discussed options to preserve trustee oversight while reducing formal committee meetings: codify remaining committees (a draft ordinance to codify the Tree and Landscape Committee is planned for the June 12 meeting), establish written charters, keep trustee assignments (primary/secondary or single assignment), schedule Committee of the Whole meetings more frequently, and reserve ad hoc committees for one-off capital problems. The village manager said charters would clarify whether committees set policy or provide operational review and stressed that regular minutes and consistent scheduling are required under the Open Meetings Act.

No final vote was taken. The board directed staff to draft committee charters, prepare a proposed calendar for Committee of the Whole meetings, and bring the committee-structure proposal back to the next Board meeting for final discussion and action.
