Tumwater advances Second Avenue bicycle and pedestrian project into construction phase with $2.1 million state funding

The Public Works Committee on May 22 placed the local agency agreement and project prospectus with the Washington State Department of Transportation on the June 3 City Council consent calendar to authorize moving the Second Avenue Bicycle and Pedestrian Improvements project into the construction phase.
City staff said the project — roughly between Linwood Avenue and B Street on Second Avenue — includes a noncircular roundabout at Linwood and Second, additional road, bicycle and pedestrian improvements and is funded with $2,100,000 from the state Safe Routes Fund. Staff said the project is expected to advertise for construction later this summer or early fall with construction possibly late 2025 or spring 2026. "This allows the city to start using the $2,100,000 in state funding that we received from the Safe Routes Fund," staff said.
Committee members had no substantive questions and approved the motion to forward the local agency agreement and prospectus to council. Staff asked that the transportation engineering director be authorized to sign the local agency agreement and that the mayor be authorized to sign the prospectus.
Background: the project packet describes a double-mini roundabout at Linwood and Second as a first-in-region noncircular roundabout intended to improve safety and crossing access along a school route and a multimodal corridor.
