Commission approves MOU continuing Day Report Center services for adult drug court

The Berkeley County Commission approved a one-year memorandum of understanding (MOU) to continue Day Report Center services for adult drug court participants at the same per-diem rate used in prior years.

Tim Zia, Director of Community Corrections, described the MOU as unchanged from previous years and said the Supreme Court pays a per-diem rate for participants who receive services. "The Supreme Court pays us a per diem rate, for the participants of the program," Zia told commissioners. Zia said the program has been the service provider for adult drug court for a number of years and requested the commission’s signature for the coming fiscal year.

Commissioners asked whether the per-diem rate is the same across the state; Zia responded that, to his knowledge, it is. One commissioner said county staff has previously encountered reimbursement discrepancies from the Supreme Court for other court-related per diems and indicated they would follow up to confirm rates.

The commission voted to approve the MOU by voice vote; the motion passed and the chair said the commission would implement the agreement for the next fiscal year. No per-diem dollar amount or a roll-call tally was recorded in the meeting transcript; procurement and grant-review matters related to Jefferson County funding were discussed separately in the Community Corrections report.
