Cleves pursues water-main grant to sell bulk water to Addison and secures cheaper electric aggregation rate; council discusses levies and wins $87,500 road fund
Summary
Village officials said they applied for an Ohio EPA grant to extend a water main that would allow Cleves to sell bulk water to neighboring Addison, approved an electric aggregation contract at a lower rate, and learned the village won $87,500 in county municipal road funding; council discussed but took no vote on potential new levies.

Village of Cleves officials reported they submitted a grant application to the Ohio EPA for a water-main project that would extend Cleves’ water main into nearby Addison and allow Cleves to sell bulk water to that community, while retaining that Addison would remain responsible for its retail service.
Justin, the village administrator, said the application aims to address Addison’s aging wells and infrastructure and to install a pressure release valve and meter so Cleves could provide bulk water while Addison maintains its distribution system. He noted prior planning estimates from 2014 placed the cost of a similar tie-in around $350,000; adding fire protection today would raise the estimate to roughly $980,000, the administrator said.
On electricity, Justin said the village executed an electric aggregation contract that morning and negotiated a price the administration reported as 0.95 (the discussion cited an initial quoted price of 0.966). The administration characterized the contract as a savings compared with the utility projection cited at the meeting.
Council also learned the village received $87,500 from the county municipal road fund for a lower-road project; the award requires no local match. Separately, finance committee discussion continued about whether to seek new levies, including a possible safety-services levy to fund police and fire contracts and a potential street levy; no levy was adopted and council members said they will discuss options and public engagement before any August ballot deadline.
Officials said if the Ohio EPA grant is awarded, Cleves would install a meter and pressure-relief infrastructure and begin selling bulk water to Addison; the village would not assume Addison’s retail water-service operations. Justin said the administration will continue work on gas aggregation next and will present further budget and levy options to council for public consideration.
