Mayor Tara Beda proposed a two‑hour City 101 onboarding session for council members that would cover the Open Meetings Act, Freedom of Information Act (FOIA), cybersecurity training and the state's harassment prevention training, and invited other board members to attend.
"I'm estimating maybe 2 hours, go over some open meetings and some FOIA information, our cybersecurity training, our harassment prevention training as we made it by the state of Illinois," the mayor said during the meeting. She said the onboarding would require calling a special meeting with 48 hours' notice.
Councilors also discussed possibly returning to a Committee of the Whole format so the body would meet once as a whole and use a separate committee meeting structure; members debated times that would work for weekday evenings. No motion was made to change the regular meeting schedule, and the mayor said she would follow up with dates and contact members by email to avoid violating notice rules.
The discussion clarified that any onboarding or schedule change must comply with the Open Meetings Act and that a special meeting requires appropriate public notice. Councilors agreed to revisit the schedule at a future meeting rather than adopt an immediate change.
