Commission approves confirmatory resolutions for Clay Terrace and BJ's allocation areas; public hearings draw no speakers

The Carmel Redevelopment Commission approved two confirmatory resolutions — 2025‑11 for the Clay Terrace allocation area and 2025‑12 for the BJ's Wholesale allocation area — measures staff said are the final steps in creating the allocation areas needed to advance redevelopment work on the Clay Terrace site.
Mr. Lee, executive director, told commissioners: “They're both related because they both together are needed in order to make, the development work on the Clay Terrace site. And so at this point, we don't have a project to bring forward, but this allows us to work with a developer to get a project to bring towards you, hopefully, later this year. But, again, this is the last step in creating both of these allocation areas, and I'm happy to answer any questions.”
Before each confirmatory vote the chair opened a public hearing and asked for speakers in favor or opposition. For both Clay Terrace and the BJ's Wholesale confirmatory resolution the chair declared the public hearings open and then closed them after stating no one appeared to speak.
After the hearings, commissioners moved and seconded approval of each confirmatory resolution. Roll calls on both measures were unanimous: President Hammer, Vice President Bowers and Counselor Austin each voted aye.
