City councilors voted to reject the single, incomplete proposal submitted for Hangar L and approved reissuing the request for proposals to seek more detailed offers.
City staff told council the lone response lacked the quality and key elements necessary for a contract decision and requested authority to advertise the RFP for another two weeks and to market it more broadly. The agenda item said the single submission was “very vague” and missing information staff needs to evaluate proposals.
Council amended the motion to explicitly reject all bids received to date and to reissue the solicitation; the motion passed 4‑0. Councilmember Brent McWaters moved to reissue and reject prior bids; Councilmember Julius Buckley seconded. The mayor instructed staff and the airport board to seek additional interest in the offering.
No contract award was made; staff will reopen the procurement process, accept new submissions and return to council for evaluation.
