Council advances first reading of floodplain ordinance amendments required by FEMA/CEMA

The Republic City Council advanced a first reading of an ordinance to amend the municipal code’s flood-damage prevention chapter to adopt changes required by the Federal Emergency Management Agency (FEMA) and the Missouri State Emergency Management Agency (CEMA).
"This one in amendment proposes adopting the new regulations mandated by FEMA and CEMA for participation in the flood insurance rate maps program and the new flood maps," Patrick Ruiz, associate planner, told the council. Ruiz said the updated language mirrors the last code update in 2010 except for new definitions, variance provisions for historic places, recordkeeping requirements and strengthened penalties. "Adoption of this ordinance is required by 09/19/2025 for participation in the FIRM program," he said.
Staff recommended approval of the referenced amendments. Council completed a first reading by voice vote; no additional costs were identified by staff at the meeting. The item will return for a subsequent reading before final adoption.
