Planning Commission recommends zoning changes to limit regional oversight and allow multifamily in interstate district

The Clinton Regional Planning Commission voted unanimously to ask the city to request that the Tennessee Department of Economic and Community Development reclassify the commission from a Regional Planning Commission to a Municipal Planning Commission.
Councilman Hatmaker reported that staff and the commission met with an ECD official who advised pulling the commission back to municipal status because the regional designation required an outside-area representative and the city was not realizing benefits from the regional arrangement.
The commission also recommended several 2025 zoning amendments to the city council. Planner Matt summarized the main changes: allow multifamily dwellings in the B‑4 (Interstate Business) district by special exception and make storage-yard rules consistent across commercial zones by allowing storage yards in B‑2, B‑3 and B‑4 under special exception. A motion to recommend the amendments passed unanimously at the Planning Commission and the items will appear before the council in a forthcoming ordinance packet.
The Planning Commission additionally approved two final plats (421 Eagle Bend Road and 343 Blockhouse Valley Road) and recommended an amended site plan for Anderson County Schools to add handicap parking at 425 Dragon Drive. These items were approved unanimously at the commission meeting.
The recommendations now move to the council for consideration; the transcript shows council will see the zoning changes in an upcoming ordinance (No. 4698 referenced by staff).
