Council introduces ordinance banning grass clippings, lawn debris from streets and storm drains; enforcement may use cameras

The City Council introduced an ordinance amending section 70-4 of the City of New Iberia code of ordinances to prohibit the deposit of grass clippings and lawn debris onto public streets, sidewalks and storm drains and to provide for enforcement and penalties. The item was set for public hearing on June 3, 2025.

Council discussion centered on enforcement practicality and outreach. Councilmembers said police officers may enforce the ordinance when they witness violations, and that council intends to use the city’s newly installed crime cameras as one enforcement tool. Council members also said residents’ private video (home cameras or phone video) could be used as evidence but would not be treated anonymously; a resident offering video might be required to testify in enforcement proceedings.

City leaders discussed outreach to lawn-care contractors, repair and supply shops and community groups so commercial operators know the rule. One council member said earlier efforts with lower penalties did not sustain compliance and that stronger enforcement and public education were intended to change behavior.

The ordinance text as introduced prohibits the discharge of clippings and debris onto public ways and provides enforcement and penalties; council discussion included the need for warnings and targeted enforcement in areas without nearby cameras. The introduction also referenced related drainage and flood-control work the city has funded.
