The Oklahoma City Planning Commission on May 22 recommended that City Council approve PUD 20-66, a proposed multifamily development behind Memorial, after the applicant and commissioners negotiated changes to technical evaluations on open space, density and parking and discussed floodplain and drainage compliance.
Why it matters: The project proposes multifamily housing in an area that transitions from commercial/office frontage to residential behind Memorial. Commissioners probed density, parking and floodplain compliance while the applicant requested deletion of a staff technical evaluation (TE 1) and proposed three replacement TE items.
Applicant representative David Box said the proposal "will adhere to the drainage ordinance" and to "meet all local, state, and federal laws as it relates to developing in and around floodplains and floodways." Box said the applicant did not agree to the existing TE 1 but would accept alternate TE language requiring that the PUD provide 20% usable open space, a maximum density of 260 dwelling units and parking at 1.3 spaces per dwelling unit.
Commissioners discussed floodplain issues and the proposed limits. One commissioner noted the proposed maximum density of 260 units yields about 3.3 dwelling units per acre, which remains below the standard R-4 density. After public discussion and staff confirmation that the project would proceed through required public-works reviews, the commission agreed to recommend approval with the amended technical evaluations: delete TE 1; add TE 1: 20% usable open space; TE 2: maximum density 260 units; TE 3: parking 1.3 spaces per unit.
The commission recorded the motion, which was seconded, and the chair announced the item was recommended for approval. The recommendation will be forwarded to City Council for final action.
Ending: Staff noted that the project must still pass engineering and drainage reviews and that any construction within floodplain/floodway areas will be governed by relevant federal and state regulations.
