City awards $807,806 streetscape contract for East Fourth and Campbell; project funded by CFA multimodal grant

City Council on May 22 authorized a construction contract for the East Fourth Street and Campbell Street streetscape project after accepting a low bid from Big Rock Paving.
Public Works presenter Bill Scott described the bid results and scope: the low responsive bid of $807,806.75 came from Big Rock Paving after four bids were received. The project covers East Fourth Street from Basin Street to Mulberry Street and Campbell Street between Third and Fourth Street. Work elements include new concrete curb and sidewalk, a brick band behind the curb, new street trees, period street lights, ADA curb ramps, mill and pave operations and lane striping.
Funding and schedule: the project is covered by a Commonwealth Financing Authority multimodal grant, and staff said most construction takes place from the curb behind the work zone and should allow traffic to remain open. Council heard no additional objections at the meeting and approved the resolution; the official roll call records a unanimous vote (7–0).
Public Works and staff noted the bid contained a minor arithmetic rounding correction that was addressed before resolution language was finalized. The resolution authorizes the city to execute the construction contract and proceed with project administration under the grant terms.
