The project presenter, identified in the meeting as Mr. Scott, told council the work covers design, specifications and bidding in Task 1 ($15,000) and construction supervision in Task 2 ($5,000) for a “total, not to exceed figure of $20,000.” He listed the streets included: Center Street (High Street to Memorial Avenue), Memorial Avenue (Walnut Street to Center Street), Elmira Street (Park Avenue to Kramer's Court), Third Street (Arch Street to Poplar), Poplar Street (Wester to Federal), and Fourth Street downtown (Mulberry to Hepburn).
Why it matters: the engineering package clears the way for resurfacing funded through CDBG. Council members and public‑works staff discussed timing — the presenter estimated 3–4 weeks for design, another 3–4 weeks for bidding and a schedule that would complete the work this construction season — and whether to add a brick section of First Street to future paving cycles.
Council members and Public Works staff said residents will be consulted before any decision to pave or replace brick streets. Council voted to approve the resolution; the meeting record shows the motion passed unanimously (6–0) for the item as presented.
Council and staff also discussed prioritization and neighborhood outreach. Public Works said the streets selected will be visible improvements and that Little League Boulevard work was already completed. The administration clarified the funding source as CDBG and confirmed Livik Civil was selected after an RFP process in which six proposals were received and Livik was the low bidder.
The approval authorizes the city to proceed with design and to advertise the construction bid package once design is complete. Council did not adopt any ordinance changes related to paving at the meeting.
