Fountain Hills wins MAG closeout funds for Parkview/Verde River design; council approves project agreement

The Fountain Hills Town Council voted 6-0 to approve Resolution 2025-07, authorizing a project agreement with the Maricopa Association of Governments (MAG) to accept closeout funding for a 15% design concept for the Parkview and Verde River corridor.
Town staff said the grant pays for survey work, utility locating and other technical tasks needed to prepare the project for full design. Justin (Public Works) told the council the grant covers the time-consuming initial engineering work that will allow the town to proceed next year to 60–90% design and eventual construction budgeting.
Rachel, the town manager, summarized the background: the town had applied previously, did not score high enough initially, and later became eligible for closeout funds when other projects returned unused dollars. Staff described the award as “closeout funding” that covers much of the legwork for the concept design.
Council members asked whether landscaping or palm-tree removals were planned; Justin said only a very limited number of palm trees appear along Parkview and that no removals are currently slated — the current materials were conceptual only. Council members also asked about bike lanes and staff clarified Parkview and Verde River are currently bike routes rather than designated bike lanes; design choices about adding bike lanes will depend on safety and parking tradeoffs and will return to the council for approval.
The packet included letters of support from local business stakeholders and the Chamber of Commerce. Councilwoman Kelly Vianakis moved to approve the resolution; the motion passed 6-0. Staff said the 15% design will inform future budget requests and that further public outreach and design approvals will follow.
