Commission adopts 2025 Utilities and Engineering Standards manual update after second reading; AT&T raises easement concern

The Coconut Creek City Commission approved a second-reading ordinance on May 22 updating the city code to reference the 2025 edition of the Utilities and Engineering Standards Manual, a set of construction and design guidelines for water, wastewater, stormwater and roadways.
City staff described the update as a housekeeping and standards-level change: the manual provides contractors and designers with current industry specifications and engineering requirements that the city will adopt by reference.
During the public comment period Vic Benedetti (introduced as AT&T director for government affairs in Broward County) told the commission his company's technical reviewers "give it high marks" and said the manual will help AT&T work in the city to current standards. He also asked the commission and city attorneys to note language in the ordinance referencing easements versus rights-of-way and warned that, "per Florida statute," communications companies are exempt in some circumstances from certain permit requirements; in the hearing he cited statute numbers verbatim as spoken: "3 37 4 0 1 3 gs. 3 30 7 4 0 1 3 gs."
Benedetti added that he represents both mobile and landline services and that he had circulated contact information for staff. Commissioners asked follow-up questions and thanked him for the review.
Commissioner Welsh moved the ordinance and Commissioner Riedell seconded; a roll-call vote approved the measure on second reading.
