Councilmembers said the shorter extension will allow staff to collect more enforcement and usage data while Pacific Coast Commons and other nearby developments move forward.
The pilot began after complaints about overnight parking and transient vehicles near the PCH corridor. Staff reported 240 parking citations issued through April and compared calls for service in the corridor: 26 in January–April 2024 and 24 in January–April 2025. Police and staff cautioned that identifying whether cited vehicles are registered to El Segundo residents requires further record review.
Councilmembers and staff discussed several operational points: why Illinois Court was originally excluded (it was not part of the petition), the difficulty of enforcing two‑hour limits overnight, and the risk of merely displacing parking into adjacent residential blocks. Several councilmembers emphasized the pilot’s public‑safety origins and said the city should avoid creating a permanent system that effectively reserves public right‑of‑way for some apartments.
Under the adopted motion, staff will: - Make the map change removing permit parking on Mariposa north side between Illinois and Kansas; - Convert the east side of Indiana from Mariposa to Holly to two‑hour parking (daytime enforcement) rather than permit parking; - Extend the pilot for one year and report additional enforcement and citation data during that period.
Council also asked staff to provide clearer reporting on who receives citations (for example, by ZIP code or registration) and to coordinate any future changes with planned development and a pending parking study for Pacific Coast Commons.
The motion passed unanimously in a roll call vote. Councilmembers Kaldorf, Giroux, Boyle, Mayor Pro Tem Baldino and Mayor Drew Pimentel voted yes.
The council separately asked staff to notify affected residents of the map changes and directed the police department and parking staff to continue compiling metrics for the one‑year period.
