City updates timeline on major CSO phases; work through summer and bids planned for fall projects

City engineering staff updated the Frostburg Mayor and City Council on the status of the city's combined sewer overflow (CSO) projects during the regular CSO hearing on May 20.
Three projects are currently underway: Phase 8c (North Grama), Phase 9d (Center Street extension) and Phase 10a (near Mountain Ridge wetland area). Staff reported the bulk of recent work concentrated around North Grant and Lee Street; Center Street activities are scheduled to begin once Frostburg State University students depart for the summer. Two projects (8c and 9d) are expected to be complete around July, with Phase 10a planned for fall.
Larger upcoming phases 10b and 10c (Mountain Ridge area between Main and McCullough) are in complete design and have preliminary approval from the state Department of the Environment (NDE). Staff expects to advertise those projects for bid within the next month and anticipates groundbreaking in the fall, with the majority of construction occurring in summer 2026. Staff cautioned that additional NDE approvals of bidders and contracts are required before construction can begin.
