City staff seeks final public feedback on ‘Riviera 2040’ comprehensive plan; workshop planned

City planning staff told the Riviera Beach City Council on Wednesday that the city’s comprehensive plan update — branded “Riviera 2040” — is in draft form, that staff has completed extensive outreach and data collection since 2023, and that residents can provide final comments at a public session next week.
Principal Planner Suneet Simon gave the council an overview of the outreach program (surveys, pop‑up events, youth workshops, business outreach and door‑to‑door contacts) and described the plan’s six guiding principles: neighborhoods, housing, equity, prosperity, resiliency and livability. Simon said drafts are posted online at riviera2040.org and urged residents to attend a final feedback session next Thursday at 6:30 p.m.
Why it matters: The comprehensive plan is the city’s primary long‑range, policy‑guiding document and is prepared pursuant to the state’s planning framework. City staff said the update will guide land‑use, transportation, housing and resilience decisions for years to come.
Planner Suneet Simon told council the update started in early 2023, produced multiple community workshops and targeted outreach to seniors, youth and business owners, and resulted in a draft plan now available for public review. Simon said staff and the city’s consultant used survey results and community input to prioritize homeownership, affordability, parks and recreation, local retail and improved public safety.
Assistant Director Scott Evans outlined the suggested next steps and schedule discussed with the project team: collect final public feedback at next week’s session; schedule Planning & Zoning hearings in June; hold a council workshop in July to review policy changes; transmit the plan to state review in August; and set subsequent first and second readings and adoption based on the council’s direction.
No formal adoption occurred Wednesday; staff requested direction and public input. Simon emphasized the outreach plan and called on residents and stakeholders to review drafts at riviera2040.org and to attend the next public meeting. The council expressed appreciation for the staff’s outreach and asked staff to publish additional meeting opportunities if needed.
