Committee clears bill to create two specialty license plates recognizing U.S. Army Rangers

House Bill 3815 was presented to the Senate Committee on Transportation for consideration and would direct the Texas Department of Motor Vehicles to create two new specialty license plates: one honoring individuals who served in a U.S. Army Ranger unit or graduated from Ranger School, and another specific to members of the 75th Ranger Regiment.
Glenn Donahoe, secretary for a local US Army Ranger Association chapter, appeared as a resource witness and told the committee why two plates were requested. He explained there are "two ways that rangers become rangers" — serving as part of a Ranger unit or completing Ranger School — and said the plates should cover all ranks, branches and components. "I think this is important for Texas to show pride in their best warriors," Donahoe said.
The committee heard the resource witness, closed testimony and voted to report the bill favorably; the committee recommended sending the bill to a local uncontested calendar.
Why it matters: proponents said the plates recognize service and sacrifice by veterans and active-duty Rangers; DMV will implement the specialty-plate authorization if the law is enacted.
