House Bill 2686, laid out to the Senate Committee on Transportation, would change registration requirements for large portable steel containers used in oil and gas operations, commonly called frac tanks.
Senator Hinojosa explained that current rules require each tank to receive an annual physical sticker, which can be burdensome because tanks are frequently moved across the state and out of remote drilling sites. "One company reported that it can take up to 15 days each month tracking down frac tags just to apply the stickers," the sponsor said.
Under the bill, companies would still be required to register frac tanks and pay applicable fees; the bill removes the separate annual sticker requirement and aligns tank registration with other industry vehicles. The sponsor described the change as a streamlining step rather than a removal of registration or fee obligations.
The committee opened public testimony, received a resource witness from the Department of Motor Vehicles and had no additional witnesses; the committee later voted to report the bill favorably to the Senate.
Why it matters: supporters said removing the sticker would reduce administrative burden for operators who frequently move tanks; the bill keeps registration and fee responsibilities in place. The committee's favorable report advances the measure to the Senate calendar for additional consideration.
