Oregon House adopts resolution honoring advocate Christine Chin Ryan

The Oregon House of Representatives on May 22 adopted House Concurrent Resolution 36 honoring the life and public service of Christine Chin Ryan, who died March 30, 2025.
The resolution recognizes Christine Chin Ryan’s leadership as founder of Synergy Consulting Inc., her role founding the Asian Pacific Islander Community Coalition of Oregon (APECO), service on the National Organization for Women’s national board and local advisory roles, and awards including the U.S. Small Business Administration Administrator’s Award for Excellence and the Asian Reporter Foundation’s Most Honored Elder Award.
Representative Diane Tran read the resolution on the floor and described Ryan’s long record of civic work and mentorship. “Christine Chin Ryan will be forever remembered as a dedicated mentor, activist, and leader who touched countless lives,” Tran said during floor remarks introducing HCR 36. Speakers during the discussion highlighted Ryan’s work empowering young Asian Pacific Islander leaders to serve in public office: “Through APECO, the organization she founded to empower Asian Pacific Islander students to engage in political advocacy, many of our offices have benefited from the interns who come to the legislature each session,” Representative Chi Chi said.
Representative Paul Evans and others recalled Ryan’s personal and civic contributions. Evans summarized the significance of her life story and urged colleagues to approve the resolution: “She is the American story,” he said. Representative Nelson and others also urged adoption, noting Ryan’s local and national leadership.
There was no opposing debate on the resolution. After remarks, the Clerk opened the voting system and the resolution “having received the required majority” was declared adopted by the chamber.
HCR 36 directs that a copy of the resolution be presented to Ryan’s friends and loved ones as an expression of condolences and gratitude. The measure is a formal memorial resolution of the legislative assembly and does not create policy or require implementation by state agencies.
